These are typically dealt with by the organization by its engineering and/or service delivery activities—whoever it is that figures out what a product or service will be and do. In this book, I mostly (but not exclusively) concentrate on those compliance bodies of work that affect the operations, not those that dictate standards for the product or service sold—though, there is plenty of overlap. The impetus to use a compliance body of work results from one or more sources: An external source (such as explicit client requirements), an internal source (such as an executive/leadership policy to pursue the benefits of the body), or the market (where the use of a particular body of work can be a differentiator).
In our context this means that the purpose and benefits of compliance will be undermined by how we determine compliance. When done well on the other hand, compliance simultaneously delivers benefit to the organization while generating evidence necessary to be evaluated—whether or not evaluation is in the offing—thus decoupling Goodhart’s Law. This book exists because too many organizations struggle to achieve the benefits of compliance and struggle even more to identify the necessary “evaluatable” evidence.
Look for aspects that describe three areas of thought: cultural/psychological and interpersonal matters, service, and CHAPTER 2 • THE APPROACH: AN OVERVIEW 17 systems engineering. The cultural/psychological and interpersonal matters form the absolute, no-excuses, will-not-work-without-them foundation for everything else. These aspects of High Performance Operations are the most challenging for most organizations and are the fundamental difference between success and failure—both with respect to the what makes high performance operations work, as well as with respect to why some operations are high performance and others aren’t.
