Although many had spent most or all their lives in America, their racial background made them suspect to many Whites in the country. Schools in the 19th century socialized students into the social patterns that supported these racial inequities (Spring, 1997).
Our own teacher and administrator preparation programs were not very different from those described in the literature. Our undergraduates focused on learning the basics of curriculum and instruction; our graduate students often were so deeply entrenched in the idea that their classrooms operated as islands of protection within a sea of potentially hostile colleagues, parents, and administrators that they often could not imagine systems of education from any other metaphor. We initially decided to write this book in order to have the kind of text we wanted to use in our own classes.

In the north, African Americans were generally segregated in schools separate from Whites. These schools were also afforded far fewer resources. Once public schooling began to develop in the south, African Americans were segregated in underfunded schools as well.
