The first step is, therefore, to agree on some measure or standard of teaching quality that can be used consistently across the school. This can be achieved by using the Ofsted framework. There are drawbacks to the framework (in that it does not, for example, allow for thematic monitoring) but the big advantage is that it links clearly with Ofsted and the criteria are reasonably straightforward to apply. However, if this framework is going to be used effectively then all the staff involved in lesson observation will need to be trained to use the framework and to give feedback.

Lesson observation One element of the process for teachers is the lesson observation. Decisions need to be taken about how the lesson observation fits into the whole performance management process.
By avoiding these tasks there may be a real opportunity to shift the emphasis, quite correctly, to teaching and learning. Reducing workload is only half the workforce reform story; the other is very much about raising standards. There are some issues where there is no discretion – for example, staff may not undertake bulk photocopying, and if staff are freed from teaching because of a school trip then any cover they do must count towards their 38 hours of cover per year (and of course there should be pressure from schools to reduce this number of hours).
