This gave way to a more moderating policy in which the Dutch settled disputes by recognising and conferring titles on more and m o r e local rulers, a policy which led to extreme political fragmentation. By the end of the eighteenth century, the tiny island of Roti was formally divided into eighteen small states, each of whose ruler had the title of radfa or regent. Though by no means t h e most populous of islands, Roti held the peculiar distinction of having the highest density of rajas of any island in the Dutch East Indies (Fox 1977a: 9 2 - 1 1 2 ) .

When elder/ younger terms are used to describe internal group relations, the reference is to males. And for opposite sex siblings, it is the sister who creates the links between groups. The converse of this system can easily be imagined and does, in fact, exist among the so-called 'matrilineal Belu' of Timor.
